Structure and Working Procedure
The Finance Department operates under the control of Hon. Chief Accounts and Finance Officer. He is also the advisor to the ZillaParishad on financial matters. The following functions are carried out through this department.
1. Compiling the accounts of the ZillaParishad.
2. Checking the initial accounts and payments, checking and submitting the financial estimates and bills, as well as approving and submitting the payments coming for approval from various departments of the ZillaParishad.
3. Maintaining the provident fund accounts of class-3 and 4 employees of the ZillaParishad, as well as providing the provident fund group insurance amount.
4. Providing salaries and allowances of class-3 and 4 employees under the ZillaParishad.
5. Approving the retirement pay of class-3 and 4 employees under the ZillaParishad and keeping all related records up to date.
6. Preparing the budget estimate sheet, preparing the statement of financial savings and expenditure account.
7. To advise on the financial matters of the ZillaParishad and to monitor the financial accountability.
8. To be vigilant regarding objectionable and financial transactions and to bring objectionable and irregular matters to the notice of the C.A.A. / Chief Auditor.
9. To compile monthly and annual accounts.
10. To conduct internal audit of all Panchayat Samiti offices twice a year and at the same time to follow up and control the work of settling the pending paragraphs of the local fund audit and the Accountant General.
11. The work of verifying the salary determination of the ZillaParishad office / employees is done.
12. To examine the tenders and to control the violation of financial rights.
13. To examine the accounts of interest deposits and other investments.
