    Structure and Working Procedure

    The Finance Department operates under the control of the Hon. Chief Accounts and Finance Officer, who also serves as the financial advisor to the Zilla Parishad.

    The following functions are carried out through this department:

    1. Compilation of the accounts of the Zilla Parishad.
    2. Verification of initial accounts and payments, checking and submission of financial estimates and bills, and approval of payments received from various departments.
    3. Maintenance of provident fund accounts of Class III and IV employees and providing group insurance benefits.
    4. Disbursement of salaries and allowances to Class III and IV employees.
    5. Approval of retirement benefits and maintenance of related records.
    6. Preparation of budget estimates and financial statements of income and expenditure.
    7. Providing financial advice and monitoring financial accountability.
    8. Monitoring irregular financial transactions and reporting them to the Chief Accounts and Auditor.
    9. Compilation of monthly and annual accounts.
    10. Conducting internal audits of Panchayat Samiti offices twice a year and follow-up of audit objections.
    11. Verification of salary fixation of Zilla Parishad employees.
    12. Examination of tenders and prevention of financial irregularities.
    13. Verification of interest deposits and other investments.
