Structure and Procedure
General Administration Department 1, Zilla Parishad internal establishment matters, employee service matters, compassionate matters, Zilla Parishad general assembly proceedings, Standing Committee meetings under the Hon’ble Chairman, Zilla Parishad Ahilyanagar, Annual Administration Report, meetings of Account Heads and all Office Heads at Panchayat Samiti level, staff training, feedback on files received from all departments of ZillaParishad and interpretation of appropriate administrative action, sending complaints received from the public to the respective departments and monitoring them and the establishment related work of the entire Zilla Parishad is handled.
- Establishment Department – Through the Establishment Department, all establishment-related matters of Class 1, Class 2, Class 3 and Class 4 officers and employees, provision of grants regarding salaries and allowances, retirement cases, transfers of employees, administrative and advance approvals regarding drivers and vehicles, appointment of candidates received in compassion and taking final action on cases, recruitment of posts by advertising, promotion, salary increment, posting, dismissal, suspension, confidential records, inquiry cases, approval of medical bills of Class 1 to Class 4 officers and employees, etc. Similarly, feedback on the files received from the Heads of Accounts and giving appropriate administrative action and guidance feedback, etc. is monitored. Training facilities have been provided to the employees through the Training Department.
- Structure and Procedure – Control over all Heads of Accounts and Panchayat Samiti level offices under the General Administration Department, organizing their meetings, as well as informing all offices about administrative matters, Hon. Minister, Hon. Secretary, Hon. Divisional Commissioner, collecting information about the meetings, providing complete information about what action should be taken during the code of conduct period, similarly, Yashwant Panchayat Raj Abhiyan, Rajiv Gandhi Administrative Dynamics Abhiyan, collecting information about the meetings at the divisional level, etc. are monitored on behalf of the ZillaParishad.
- Council Department – To see the proceedings of the general meetings, standing committees of the ZillaParishad, to take appropriate action on the minutes of the said meetings, and to make the said minutes available for viewing by the public after approval, as well as to maintain administrative control over the proceedings of the committee meetings of the ZillaParishad, to collect the complaints received on Lokshahi Din from Hon. District Collector Ahilyanagar and to publicize the action taken by all the department heads in this regard. Regarding the court cases filed by the public or other authorities against the ZillaParishad, the work regarding the appointment of lawyers is done on behalf of the ZillaParishad to represent the ZillaParishad in the court.
- Administration Department – Preparing the combined annual administration report of ZillaParishad and Panchayat Samiti and taking the approval of the relevant committees, submitting it to the Hon’ble Government, Rural Development Department, Government of Maharashtra, Mumbai after taking the approval of all the general meetings of the ZillaParishad, taking decisions on the appeals received from the employees, reviewing the entire work of the Panchayat Raj Samiti, complying with the provisions of the Panchayat Raj Samiti, Local Fund Accounts, preparing the annual diary of the ZillaParishad, etc. The work is done.
- Regarding public complaints – Inquiring about the complaints received from the public regarding the office work at the ZillaParishad and Panchayat Samiti level, providing the necessary information to the public, verifying the complaints received at the Account Head and Panchayat Samiti level and taking appropriate administrative action in this regard.
- Regarding action on received letters – Letters from the public regarding the daily work of the ZillaParishad, Hon’ble Ministerial level correspondence, Hon’ble Commissioner, Court related correspondence, Hon’ble Public Commissioner correspondence, Hon’ble MLA, Hon’ble MP, Hon’ble Minister, Hon’ble Correspondence received from the office bearers, ZillaParishadAhilyanagar as well as Panchayat Samiti and Head of the Headquarter is collected at General Administration Department 1 and distributed to the concerned departments as well as correspondence at the ministerial level, correspondence at the Commissioner level, correspondence on court matters, correspondence of the Hon. Public Commissioner, correspondence to the Hon. MLA, Hon. MP, Hon. Minister, Hon. office bearers, ZillaParishadAhilyanagar as well as Panchayat Samiti and Headquarter is taken up.
- Other subjects – To look into the functioning of the Right to Information Act 2005 and Gramastha Din Yojana, to send the applications received under the Right to Information Act 2005 to the concerned department and seek a report on the action taken thereon, to resolve the complaints received regarding the Gramastha Din Yojana from the concerned account heads and Panchayat Samiti, to receive monthly reports and submit them to the Government and Hon. Divisional Commissioner, Nashik. To publish and publish the matters to be published suomotu as per Section 4 under the Right to Information Act 2005.
